(1) similarly, just because another manager DIDN'T scout them in doesn't mean they should be allowed to have them for a pittance. that makes no more sense. plus, like i said before, if the new manager is simply gonna hold on to them and not play them JUST LIKE THE SCOUTED MANAGER did then i think the advantage should weigh on the side of the manager who DID scout the player.
(2-5) not sure these are worth tweaking with
(6) just because it's something YOU don't like doesn't mean others don't like it MORE than other aspects. stuarty scouts loads and likes his youngsters. sam roberts was always the same, preferring that side of the necom experience to others, i reckon. many like to scout & see develop. and i'm sometimes convinced that i like squad building and finding players i like more than i do winning titles/trophies. so just because YOU find it mental doesn't mean it's that way for all. something you like a lot could be something i find "mental" - you swap LOADS of players while other managers mostly stick with the same squad for a season... doesn't mean you're wrong either, just that we like different parts of the game more than others.
(7) yes they did. but fryers isn't getting any more game time away from united than he got there. just 7 games for liege and 1 cup game for spurs? surely that wouldn't be enough, either? and is actually a perfect example of a young/low ov player on the req list who would be forced to leave but is still getting no more games at his new club. and will therefore no doubt soon hand in another req. and there's no real up-point to that if he's not gonna get that game time till he improves as a player. so why not have him sit with no game time at the club who took the time to scout him rather than a second club who later thought, "yeah he's an interesting player, i want him."
(8) i don't know about other clubs, but i'm pretty sure manchester united have an u21 squad AND an u18 squad.
